A change in favor of a Pennsylvania Republican. Larry Sabato’s Crystal Ball changed the rating in Pennsylvania’s new 8th District from Likely Democratic to Leans Democratic in the race between incumbent Rep. Matt Cartwright (D-Lackawanna) and GOP businessman, John Chrin. Although the NRCC pulled out from September ad buys in the Pittsburgh market, mainly impacting the race between Reps. Conor Lamb (D-Allegheny) and Keith Rothfus (R-Allegheny), they have decided to invest close to a $500,000 ad buy in the 8th district. Rep. Matt Cartwright (D, PA-8) — Likely Democratic to Leans Democratic: The new Pennsylvania House districts, which the Democratic-controlled state Supreme Court substituted for a Republican-drawn map, largely benefited Democrats and should allow them to net several seats in the Keystone State as a whole. However, Republicans are targeting a northeastern district, PA-8, that covers Scranton/Wilkes-Barre and other places where Trump ran well ahead of Mitt Romney’s showing in 2012 (Trump won the new district by about 10 points, similar to his showing on the previous version of the map). So Cartwright is representing a district that changed significantly in terms of its terrain — only about half of the voters in Cartwright’s old district live in the new PA-8 — and his opponent is a credible self-funder, businessman John Chrin (R). Republicans have been talking up this race for months, and the National Republican Congressional Committee backed up those words with a nearly half-million dollar ad buy in the district. Democrats have been bullish on Cartwright; we think he’s still favored but PA-8 is probably one of the best half-dozen or so GOP offensive targets on a national playing field where the party is mostly playing defense. More debates in PA-8. Democratic incumbent Rep. Matt Cartwright (D-Lackawanna) agreed to more debates against GOP challenger John Chrin (R-Skytop), although specifics still need to be finalized. According to Citizens Voice, the only debate previously agreed upon by both candidates is set for Oct 29 in Luzerne County, sponsored by WVIA-TV. The NRCC will air its first TV attack ads against a Democratic incumbent this week, targeting Rep. Matt Cartwright in Pennsylvania's 8th District, according to the NRCC's independent expenditure unit. The committee will spend close to a half-million dollars on broadcast and cable TV and digital advertisements starting Wednesday and continuing through most of September in the Wilkes-Barre-area seat in northeastern Pennsylvania.
